The Russian Defense Ministry is planning to talk about the potential danger of European missile defense for nuclear forces of Russia.

The Office will produce appropriate evidence on May 3-4, at The International Conference with participation of militarists and experts from around the world.

Moscow hopes that the States will have to find new arguments to justify their plans for missile defense, according to “Kommersant”.

According to Deputy Minister of Defense of Russia Anatoly Antonov, the official reasoning of the military department will be presented at the forum, the “Rosbalt”.

“It’s a unique format. Never before any security issue has been discussed in the Ministry of Defense so openly.

We intend to bring our assessment of the influence of defense on the global and regional security and we are willing to discuss all points of view.

We want them to show us on the facts, where we are wrong”, – said Antonov.

According to RBC, the presentation of the ministry says that the interceptor missiles SM-3 in Poland and the Baltic Sea begin to threaten the Russian strategic nuclear forces at a speed of 4 kilometers per second and at a speed of 5 km / s the interception increases seriously.

Earlier it was reported that the head of General Staff Nikolai Makarov said that the Armed Forces in the event of a threat to the integrity of the country would use the force – up to the use of strategic nuclear weapons.

Makarov also said that Russia’s armed forces were not going to fight against all of NATO, but added that in the event of threat, the military leadership of Russia would act in accordance with the doctrines, and nuclear weapons if necessary, would be also used.

The general added that Russia was adjacent to a number of “unstable” states, where in the event of a conflict “nuclear weapons are not required”.

Exhibition of children’s books, which opened on Monday in the city of Bologna (Italy), with a great number of exhibitors and rich stands, shows that this area of publishing is not in crisis, e-books do not displace paper books, and the world leaders remain France and Scandinavian countries, Alexander Alperovich – the Director of Russian publishing company Clever told RIA Novosti by phone.

Annual exhibition of children’s books at Bologna, where the professionals – bookmen from different countries gather to share new developments and challenges, and the most important – to buy the rights on publication, is considered the largest and most prestigious in the world. This year it will be held for three days.

“This exhibition does not cause a sense of decline, crisis, any cardinal changes. Visual impression – there is more publishers from Asian countries that are not exhibitors, but those who look for a new book. In scale the exhibition has not declined either”, – said Alperovich.

According to him, there is “a small, very funny corner with e-books” at the exhibition this year.

“This corner, where people are standing around the computer and whispering something, looks very funny against a background of bright stands. There is no threat of e-books in the children’s area” – said the agency interlocutor.

Among the exhibitors, he noted a big stand of Russian publishing house “Azbukvarik” which produces talking alphabet and encyclopedia, “clever fairy tales” and a series of music books, developing and training books for toddlers.

Books of this publishing house are translated into over 12 languages.

According to Alperovich, “Azbukvarik” brought books in English to Bologna.

“The publication of children’s literature in Europe is increasing, especially in France and Scandinavian countries.

They do some crazy things.

Their governments are seriously engaged in the development and promotion of children’s books.

For example, four types of Danish books are published in my publishing house, and the Danish Embassy will be traveling to different cities of Russia, to promote reading and Danish literature, to present the book and do lecturing”- shared the publisher.

He complained that in Russia, “the state likes to take on management functions, and it does not take on organizing and financing the infrastructure stuff – exhibitions, readings, tours, festivals”.

“The state provides no infrastructural support – it’s frustrating and it kills” – confessed Alperovich.

He also said that Clever has released a collector’s edition “Aesop’s Fables” – the book which received the Grand Prix at the exhibition in Bologna last year.

“We are honored to publish this book because it is the most significant award of the most prestigious exhibition of children’s books in the world” – said the publisher.

The illustrations for the edition were made by Jean-Francois Martin, ancient texts were adapted for the perception of readers from 7 to 13 years by Jean-Philippe Mogenet.

The book is printed on designer paper “Rembrandt”, imitating the surface of the canvas.

A special coating is used for the cover, very nice, soft to the touch.

Volumetric shiny varnish is used for the title.

The quality of Russian edition of “Aesop’s Fables” is higher than abroad, and the cost is lower – in the retail its price will range from 700 to 800 rubles.

Abroad, it costs 16-18 Euros.

Next book of a new series by Clever – “Collector’s Edition” – is a tale of the famous French writer Charles Perrault’s “Bluebeard”. The illustrations for this edition were made by the artist Maurizio Kvarello.

On the page of a well-known social network «Facebook», more than 80 thousand people have subscribed to this action.

The creator of “Bank Transfer Day” Kristen Christian explains that she has started an action on the grounds that she was tired from increased fees and that she could not access her money when she needed it.

Christian was a client of one of U.S. banks, namely «Bank of America» and she refused to pay a monthly $ 5 service charge for her bank card.

According to the data provided by the National Association of Credit Unions, after the introduction of additional fee for using cards, over 650 thousand customers refused the services of «Bank of America».

It should be noted that the protests against the banking system have been continuing in the U.S. not for the first month.

Holidays, journeys, fun…Each year most of us think of, expect, arrange and at last get vacation. No doubt people are all unlike and thus people also possess different likes.

Some people who cannot imagine a vacation not having azure sea, sandy beach, palms, warm climate combined with wonderful tan. Other prefer camps and various mountain trips, involving climbing, cooking in the fire and sleeping bags. Some of us are interested in visiting beautiful towns and cities, arriving at the markets, watching customs of local people, taking photos of historical temples belonging to various ages.

Other are not interested in going anywhere These people wish to engage with all the things that they were unable to do during the working period e.g. Waking up late, staying up late, making friends, watching favourite series, going shopping or simply doing nothing.

The Japanese government has ordered the operator of the nuclear plant damaged by last month’s quake and tsunami to pay compensation to affected families.

About 48,000 families who lived within 30km (18 miles) of the Fukushima Daiichi plant will be eligible.

The compensation is described as provisional, with payouts beginning on 28 April.

The plant operator, Tepco, is still trying to stabilise the nuclear facility.

“Tokyo Electric Company (Tepco) is to make an urgent and speedy payment in order to compensate for the losses incurred by evacuation and orders to stay indoors,” said chief government spokesman Yukio Edano.

“The basic idea is that one household will receive 1 million yen ($12,000, £7,331). We think that such an amount is necessary as a provisional payment,” he said.

The BBC’s correspondent in Tokyo, Roland Buerk, says the payments are the first of what is likely to be a massive compensation bill.

JP Morgan has estimated Tepco may face claims of up to 2 trillion yen, nearly $24bn (£15bn) by the end of this year.

Protests

Tepco and the Japanese government have faced criticism for not offering compensation earlier.

People forced to leave the area near the nuclear plant have been living in evacuation centres for more than a month.

With businesses shut, fields untended and fishing abandoned many have lost their livelihoods as well as their homes, our correspondent says.

There have been protests outside the headquarters of the plant’s operator, with some protesters travelling long distances to make their feelings known.

Announcing the compensation, Tepco President Masataka Shimizu offered “heartfelt apologies” to residents hit by events at the plant. He said the company would cut costs to finance the payments.

“We want to streamline operations with no exceptions in what we consider,” he said. “We are obviously thinking about pay cuts for our board and managers.”

Fukushima Governor Yuhei Sato said more was needed.

“This is just a beginning. The accident has not ended. We will continue to ask the government and Tepco to fully compensate evacuees,” he said.

Search continues

Work to stabilise the nuclear plant is continuing. Engineers are pumping water into three reactors to cool fuel rods after cooling systems were knocked out by the quake and tsunami.

They have discharged waste water with low levels of radioactivity into the sea to make room to store more highly contaminated waste water on site.

Water needs to be removed from the basements of reactors 1, 2, and 3 before vital work on the cooling systems can begin.

On Thursday Tepco said that water levels in the basement of reactor 2 were continuing to rise, even as some was being pumped to storage.

Meanwhile, Japanese police are continuing their search for victims of the 11 March disasters within a 10km zone around the damaged Fukushima nuclear plant.

Up to 1,000 bodies are thought to be in the area, but their retrieval has been delayed because of radiation fears.

The earthquake and tsunami left 13,538 people dead and another 14,589 are missing. More than 150,000 have been made homeless.
